Central Banks: Low on Tools, High on Words?

"In an age when the central banks are low on tools, very high on words, they have to resort to this verbal shock and awe as they know that there will be a time where they will be forced to do what they are expected to do," Ashraf Laidi, chief global strategist at City Index, told CNBC.
