Pemex CEO: Gov't decided to go with auction

Mexican oil company Pemex will allow foreign companies to bid on a deep water drilling project in the Gulf of Mexico, with CNBC's Michelle Caruso-Cabrera, and Jose Antonio Gonzalez Anaya, CEO of Pemex.
