The Dow Jones Industrial Average hit 38 new highs since last October, and with those spikes, many investors fear another correction is coming.

Standard & Poor’s Chief Technical Strategist Mark Arbeter told “Squawk on the Street” that all the worry is actually good for Wall Street.

Arbeter explains that investment polls reveal that individuals are almost neutral at this point. “So not only do you have the potential for a short covering down the road, but you have the potential for individuals I think to jump in the market here,” he said.
