Paul Ryan talks tax reform, Scalise's return to House

House Speaker Paul Ryan held a news conference Thursday, a day after Republicans released an outline of their tax-reform plan.

Ryan billed it as a plan to "revitalize main streets" and help the middle class. The plan has sparked questions about how much it will really help the middle class, as Republicans have promised.

He added that he wants the plan to be deficit neutral to comply with budget rules, but said "we'll see" how to get there.

Ryan also discussed the return of House Majority Whip Steve Scalise, who returned to Congress on Thursday as he recovers from life-threatening gunshot wounds.
