Stock market live Tuesday: Small caps pop 1.7%, oil highest level since February, GM new record

The major averages traded modestly higher on Tuesday, as stocks looked to make back Monday's losses. Small caps led the way, with the Russell 2000 rising more than 1% and outperforming its peers.
