David is one of the foremost IPO and stock market experts in the world.

He is Founder, Chairman, and CEO of IssuWorks, the firm that develops improved strategies to help issuers better succeed in accessing equity capital markets.

The studies that he and Ed Kim co-authored and were published through Grant Thornton gave rise to the JOBS Act by identifying changes to stock market structure that gave rise to a decline in the IPO market (and in turn, the economy).

As a result, Weild is sometimes referred to as the 'Father' of the JOBS Act and has spoken in Congress, at the SEC and the U.S. Treasury on matters impacting the economy.

Weild and Kim's work is cited by a broad range of legislators, regulators, the White House Jobs Council and the IPO Task Force. Their work led indirectly to a new category of IPO filer called an Emerging Growth Company (EGC). Many of their specific published recommendations, including the repeal of the prohibition against general solicitation in Reg. D offerings, were incorporated into the JOBS Act.

David attended the signing of the JOBS Act by President Obama in the Rose Garden on April 5, 2012. Subsequently, he was retained by the Organization of Economic Cooperation and Development (OECD) to do a comparative to the top twenty-six IPO markets in the world and present his findings to the thirty-four member nations of the OECD.

David is a former Vice Chairman and executive committee member of The NASDAQ Stock Market and spent years running Wall Street investment banking and equity new issues businesses. He has guided the marketing, placement, pricing, and aftermarket trading of over 1,000 IPOs, follow-ons, and convertible security offerings.

David holds an MBA from the Stern School of Business and a BA from Wesleyan University. He studied on exchange at The Sorbonne, Ecole des Haute Etudes Commerciales, and The Stockholm School of Economics. He is also Chairman of the Board of Tuesday's Children, the 9/11 charity.
