Hong Kong's national security law may be enforced inconsistently: Lowy Institute

The national security law in Hong Kong is likely to be very similar to subversion laws in Beijing, where "the lines are always moving," making it difficult for anyone to be sure they are on the "right side" of the law, says Natasha Kassam of the Lowy Institute.
