Dallas Fed's Kaplan on 'critical' issues that must be funded during the pandemic

Dallas Fed President Robert Kaplan sat down with CNBC's Steve Liesman to discuss the state of the economy. While Kaplan declined to make specific comments regarding the two different proposals from lawmakers in Washington, he did list out the needs he feels are "critical" to fund.
