Too often a 911 dispatcher is unable to track the location of a caller. That's due to an antiquated system that has failed to be updated with the rise of cellphone use. According to the FCC, fixing it would save more than 10,000 lives and $97 billion per year. Yet, local governments, carriers and private companies haven't been able to fill the technology gap on their own.
