Winter Storm Elliot hammers Buffalo as death toll reaches 28

Winter Storm Elliot dumped dangerous amounts of snow in Buffalo over the weekend, killing at least 28 people. A driving ban enacted during the storm was loosened in some parts of the city after military police came to the area to enforce it.
