CNBC's Top States For Business Countdown 2011—Virginia Is No. 1 

Virginia takes top honorsin CNBC's 2011 edition of America's Top States for Business, following No.1 finishes in2007 and 2009.

Virginia finished with 1,660 out of a possible 2,500 points, about 80 points ahead of Texas, partly by moving up the rankings in the all-important Cost of Doing Business category.

Once again, Virginia failed to win any of the 10 individual categories, but it did perform well in many of them.

    On the negative side, Virginia slipped in five categories: Economy, Cost of Living, Innovation & Technology, Access to Capital and Cost of Living.
