Virginia takes top honorsin CNBC's 2011 edition of America's Top States for Business, following No.1 finishes in2007 and 2009.
Virginia finished with 1,660 out of a possible 2,500 points, about 80 points ahead of Texas, partly by moving up the rankings in the all-important Cost of Doing Business category.
Once again, Virginia failed to win any of the 10 individual categories, but it did perform well in many of them.
Virginia ranked No. 2 in one category and made the top 10 in five others. The state ranked no lower than 26th in any one category.
